They were assigned to the Panda Council because their calm demeanor was mistaken for patience and their wandering for strategic surveillance. In reality, they were just perpetually looking for a better fruit vendor. Their handler called it 'chaos infiltration.' Takaburou called it Tuesday. The thief, unnerved by the strange, crunching chimper, dropped the scroll and fled. The intel was secure, but a nearby cart was selling fresh mochi.
