The baker will tell you they’re just a shy kid with a strange bowlcut, someone who always pays with exact change and never looks anyone in the eye. But a guard who works the late watch saw them on the roof of the pale stone temple, moving through the mist like a whisper. They say that carved cane Tadatarou leans on isn't for support; it's a marker. The frog fishers down by the docks have their own stories, claiming Tadatarou can walk across a wet deck without making a sound. The whole of Waterfall City sees the unassuming novice; only the shadows see the agent.
