Every morning, Tsutayo practices a 'menacing scowl' in a puddle's reflection, but it always breaks into a grin. Their tenure as a Shadow Agent in Waterfall City is legendary, though not for the reasons their handlers intended. Tasked with tailing a suspected imperial spy, Tsutayo's bright crimson cap was so obvious the target became paranoid, convinced it was a diversion for a far more subtle operative. The spy made a frantic, clumsy escape, dropping a satchel of classified documents right at the feet of the city guard. Tsutayo, who had only been trying to get a better look at a particularly shiny fish, was credited with orchestrating a masterful psychological trap. They received a commendation, which they keep tucked inside their cap.
